Why it’s in a formula
They give eyeshadows and blushes their cooler shades, from navy and plum to deep green, and they're very stable in light.

Yes, as used in cosmetics. It is trivalent chromium oxide, a stable pigment, not the hexavalent chromium of industrial concern.
