Carbon black, listed as Black 2 or CI 77266, is almost pure carbon, made as a fine soot. Charcoal powder is carbon too, usually made by charring plant material such as wood or coconut shell.
Both are pigments here: they make a mascara or eyeliner a true, deep black, deeper than black iron oxide alone.
