Is carbon black safe in mascara?
Cosmetic carbon black is permitted in the EU and US under purity rules that limit impurities. It is used in small amounts as a pigment.
Is the charcoal in an eyeliner there for skin?
No. In an eyeliner, charcoal powder is a black pigment, there for colour.
